HUNTINGTON -- A convicted sex offender now faces allegations that he conspired to distribute more than 100 grams of heroin and possessed a firearm in the process, according to an indictment unsealed this week.
Raymond Dale Roe, 58, was arrested Tuesday. A Drug Enforcement Administration agent served the arrest warrant in Huntington.
A U.S. District Court indictment charges Roe, also known as Rudy, with conspiring to distribute more than 100 grams of heroin, distributing heroin, possessing with intent to distribute heroin, possessing a firearm in relation to a drug crime and being a convicted felon in possession of a firearm.
The indictment accuses Roe of participating in a heroin trafficking conspiracy between August 2008 and May 19, 2009, in Huntington.
The May 19 date coincides with the execution of a search warrant at Roe's residence in the 1000 block of Rear Jefferson Avenue. Earlier court documents state authorities confiscated 60.4 grams of heroin and a loaded .32 caliber American Double Action pistol.
The search followed Roe selling heroin to a confidential informant, the earlier criminal complaint said.
Cabell Circuit Court convicted Roe of third-degree sexual assault on Sept. 18, 2002, according to the indictment and the state's sex offender registry. The registry states Roe served approximately 5 years in a correctional facility.
Roe's sex assault victim was a teenage girl between 13 and 17.
The indictment was returned Aug. 26 by a grand jury meeting in Huntington. It was unsealed Tuesday following Roe's arrest. He was incarcerated at the Carter County Detention Center in Grayson, Ky.
Members of the Huntington Police Department, the U.S. Drug Enforcement Administration and the Bureau of Alcohol, Tobacco and Firearms participated in the investigation
I live about 3 blocks from this pond scum. Just another reason to carry (with permit of course) in case you happen upon this creep and his sleazy business and he feels paranoid enough to try to tag you with his .32. I'm all about the "public hanging" sort of thing for this type criminal, but this is WV and it won't happen.
