The unfortunate problem, even if you remove the offending organ(s) is that rape doesn't have to only be done with genitalia. And if he is winkie-less, he can still use an object. Anyone remember the Fatty Arbuckle story? Sex offenders have a close to 100% recidivism rate (I think it would probably be 100 if they were all CAUGHT re-offending). They need to be taken out of society. Immediately and permanently.
And if you want to save the taxpayers money, a .45 round goes for less than a dollar, right?

Fact is some of our punishments are not severe enough, mostly because the prisons are half full of people who should've been executed years ago.
Most of the prisoners live in less crowded living quarters than at home, also eat better and get medical care. We're too soft on criminals and when they do fininsh their reduced sentence they push the envelope and see what else they can get away with.
