    A 29-year-old Decatur man arrested on charges of attempted murder of a federal employees and attempting to use explosives to detonate a vehicle bomb at the federal building downtown Springfield had his first court appearance this afternoon at that very building.

    Michael C. Finton, also known as “Talib Islam,” according to a statement from federal prosecutors, appeared before U.S. Magistrate Judge Byron Cudmore and waived his right to a detention hearing. He remains in custody.

    Federal officials allege that on Wednesday, Finton drove a van containing what he thought was explosive material and parked it directly in front of the northwest corner of the Paul Findley Federal Building. He got out of the van, locked the door and got into another vehicle driven by an undercover FBI officer and drove away. Within a few blocks of the federal building, Finton made a cell phone call to remotely detonate the purported bomb,” officials said.

    He was arrested immediately after he attempted to detonate the device.

    Cudmore named Bob Scherschlight, an assistant federal defender, as Finton’s lawyer.

    Acting U.S. Attorney Jeffrey B. Lang of the central division of Illinois and Karen E. Spangenberg, special agent in charge of the FBI’s Springfield division, said in a statement that undercover FBI agents and confidential sources monitored Finton’s his activities up until his arrest.

    According to a federal affidavit, Finton considered the Findley building a primary target, and consided the downtown Springfield office of U.S. Rep. Aaron Schock, R-Peoria, to be a secondary target. That office is across the intersection of Sixth and Monroe streets from the federal building.

    If convicted, Finton faces a maximum penalty of life in prison.

    “The criminal complaint alleges that Michael Finton … attempted to bomb a federal courthouse, but fortunately a coordinated undercover law enforcement effort was able to thwart his efforts and ensure no one was harmed,” David Kris, assistant attorney general for national security, said in the statement.

    Finton, who is more than 6 feet tall and wore blue jeans and blue-and-white button-down shirt, was in handcuffs and had a chain connecting to his ankles during his brief court appearance today.

    The government was represented at the hearing by Assistant U.S. Attorney David Risley. The investigation was conducted by the Springfield FBI Joint Terrorism Task Force and assisting law enforcement agencies.

    An affidavit filed in support of the criminal complaint said that when Finton was arrested in August 2007 on a parole violation, his parole officer found several of Finton’s writings, including a letter he had written to John Walker Lindh, an American who was captured fighting for the Taliban and imprisoned on terrorism violations.

    Over a period months, Finton communicated with someone who he didn’t know was a law enforcement source, and told that person he wanted to go overseas and become a jihadist fighter.

    In February, he was introduced to an undercover FBI special officer posing as a low-level al-Qaeda operative.

    In discussions in which the government says ultimate decisions were left to Finton, the Findley building was determined to be a primary target, with knowledge that the explosion would also hit Schock’s office.

    According to the affidavit, from Detective Trevor Stalets of the Decatur Police Department, who was working with the terrorism task force, Finton told the confidential source and undercover FBI agent that “a ton of explosive” in the vehicle would “take out the whole building.”

    “He said they were hoping that the congressman would be in his office that day, since there would be enough explosive that the blast could also take out his office at the same time,” the affidavit continued. “Later in the conversation, Finton said that everyone working in the federal building is a federal employee. He said that, while they were doing everything they could to avoid collateral civilian casualties, such casualties would be inevitable and justified. He said that everyone in the federal building would be killed.”

    The affidavit also says that Finton had converted to Islam during a prison stay, and “Talib Islam” is Arabic for “student of Islam.” It is a nickname Finton used in Muslim circles, the statement says.

    On Jan. 16, after Finton was released from prison following his parole revocation, he was interviewed by Stalets and an FBI special agent and confirmed he wrote the letter to Lindh, and said that he idolized Lindh, the statement says.

    Finton also visited Saudi Arabia in the spring of 2008. The affidavit said Finton told the confidential law-enforcement source that his trip to that country was paid for by a “shaykh” who wanted Finton to marry his daughter. Finton said he was engaged to the daughter.

    That undercover source also said Finton seemed “very excited” about terrorist attacks in Mumbai, India.

    “Finton indicate he thought the attacks were great, and praised the terrorists who conducted them,” the affidavit said.

    On Wednesday, the affidavit said, at Finton’s request, the undercover source drove him to Springfield. Shortly before noon, Finton called the undercover FBI agent he thought was associated with al-Qaida.

    They drove to a van, and the undercover agent instructed Finton how to arm the purported “bomb,” which Finton did. Finton drove the van and parked in a no-parking area in front of the northwest corner of the federal building, got out, locked the door, and got into the FBI agent’s car. A few blocks away, the agent handed Finton a cell phone, and told him to call a number that would detonate the “bomb.” Finton tried to do so twice, and was then arrested, officials said.

    When in court today, Finton, a part-time cook, sat mainly expressionless while in court, answering “yes” or “no” to most of Cudmore’s questions. He said he is single, owns no real estate, and gets no government benefits.

    Schock issued the following statement:

    “My office was notified today of the attempted terrorist attack on both the Federal Building and my Congressional Office in Springfield. I am incredibly grateful to the FBI for their fine work in preventing this terrorist attack.”

    "Life" is too easy. Execute him after the verdict, if guilty.
