Literally everything and anything can be a 'weapon'.

The primary factor of any thing being a weapon is that of the handlers application.
If this had happened in the UK there would be a call for restriction of said items and a ban by law of children being able to posses a 'bow' or 'arrow' device and the victim mother would be charged with a crime such as contributing to the delinquency of a minor for having allowed or provided means for him to fashion such a weapon for use.
