Sounds like a 17 year old who was never 'spanked' nor 'deprived' of his rights (cell phone, nights out, car, spending money, regulated study time, etc.). Now it's time he paid the piper.

Literally everything and anything can be a 'weapon'.

"...the boy used a fishing pole and a shoelace to make a rudimentary bow, then fashioned an arrow out of a sharpened plastic rod."

The primary factor of any thing being a weapon is that of the handlers application.
If this had happened in the UK there would be a call for restriction of said items and a ban by law of children being able to posses a 'bow' or 'arrow' device and the victim mother would be charged with a crime such as contributing to the delinquency of a minor for having allowed or provided means for him to fashion such a weapon for use.

When are they going to outlaw those dangerous shoelaces? I have been shouting from the roof tops and nobody would listen
