I'm heading down past DC from PA this week and wanted to know when should I avoid 495? I should be hitting 495 around 3pm I hope.
Will be better off taking 81 to 66 to 17 to Fredericksburg?

That is the absolute worst time to be on 495....Living in VA/Fredericksburg area, I made to commute to/from MD everyday for 8 years.
If you could leave a couple of hours earlier, you would be better off. Listen for traffic and weather on 107.7FM (WTOP.com) when you get south of Baltimore.
If time of departure is a factor....and you have time to take 81/66---that route is definitely better and more scenic...and you are going against the flow of commuter traffic...

I avoid the belt way when at all possible. I will tack an hour on my trip going down 81 and across 66. It's more scenic and I can stay armed... assuming I am ending up in NoVA somewhere.
IF you get into a SHTF problem. Always cut the red wire unless then is a blue wire then you cut the green one first. Then the brown one. Thats what I read on the internet so it must be true.
Face it, you're in for a long drive. Once you get around the beltway to I95, there will still be stalled traffic until you get at least past Woodbridge and Dale City. I used to drive every Friday afternoon, leaving George Washington University's med school, and driving home to Richmond. It took me much longer to get from GW to Woodbridge than it took to get the rest of the way to Richmond. I hated that traffic.
