Of course he could have had a lot of fun with these guys if he was so inclined. There is a whole lot of places he could wander to. Or he could just do some simple and blatant counter surveillence and see how many resources he could tie up.

No even beater. Putt it somewhere and call them at night saying your car was jacked and you know that they know where it is so can they go get it. Naturally I would drop it in the worse hood I felt safe driving through, during the day.

I would've attached it onto a USPS truck so that they would be extremely confused with the daily driving routes and frequent stops at random houses...that would've been funny!

Looking at the pic in that article, that doesn't look like a GPS device to me. And a GPS device has to have a good view of open sky, which being mounter under a car would pretty much kill any chance of seeing open sky.
What it looks like to me is an RF transmitter of some kind, judging by the antenna length maybe a 10Gig Hertz transmitter, half wave length type. That would make it a line of sight transmitter with a pretty limited range being under a car. Unless they (who ever they are, FBI homeland security whatever) are picking up the signal via a bounce from the pavement or off of buildings, using a multipath receiver of some type. Either way, I think this guy was being followed by a van or car with several antennas on it or in it. Not being tracked via any GPS system.
I wonder what this guy really did to draw attention to himself.

Apparently nothing, other than having the fortune of being born a certain ethnicity. The responding FBI people apparently told him he "wasn't that interesting." Since the FBI apparently doesn't need to follow the 4th anymore, they don't have to give you answers anymore. I wonder how many tea partier's cars are being tracked as well.
I would've done something fun with it as well. Not sure what, but I'd love to have this opportunity. Of course, I'm not sure what the consequences of it would be. If the FBI showed up, I could tell them to stick it... well, you know.

If I found a foreign object not supposed to be there on any of my property it would be destroyed period & anyone that put it there shouldn't have put it there & shouldn't expect it back period since I have no obligation to care for it since I don't know who put it there.
