Didn't anyone tell him there was a LAW against this?

We're all in favor of reducing violent crime. It's just that pro-gunners have a method that is proven effective. Anti-gunners don't.

Both of those can be extremely volatile and easy to set off through a variety of means, even more so if the stuff isn't made in the exactly correct ratios, using precise procedures. He is luck his whole house, and those around it, didn't go off because of his "curiosity"

Probably very very few. I base this thought first on the fact that yes, we do hear about things like this every now and again. Wiki lists 250 incidents over a 20 year period ending in the year 2000. Anyway, we hear about these episodes which are fairly rare thankfully, and the subsequent arrests these are far from being everyday experiences.
There are of course plenty of crazies, but we don't need to drive ourselves crazy worrying about them.
We don't need to be having national panic attacks over every episode.
As I wrote in other threads, I am aware of only one incident where a US airliner (domestic transit within the US) was actually bombed. That happened decades ago and was an insurance fraud case. We didn't stop flying. We didn't scream for the aid of hired searchers to guard us at airports. We went about our business.
Want to remain free, remain just a little bit brave.
GM do you know what Wiki is? We aren't talking about Wikileaks here. We are talking about the online encyclopedia. It ain't perfect as an encylopediia but it is a good place to grab some quick generally correct information.
And, lots of the 250 incidents that they listed some were not bombing incidents but other acts of domestic terrorism. e.g., guy flying a small plane into an IRS building.
I'm just saying, get it in perspective. Other than Ted K the Unibomber and McCrazy the OK City bomber, really how many incidents have been significant in their magnitude or effect.
Again, want to remain free be a little brave and be a little smart about not getting pushed into a panic over an ordinary incident of some lunatic getting caught with bombs or bomb making materials. It happens. It has happened in the past. It has happened throughout our history. Look up anarchists circa WWI. Get a grip.
An old friend of mine once told me, a long time ago, that his father in law has a horde of mortars stored in his garage that he acquired from his time in the military. True or not I don't know. Possible? Oh yeah. Anything's possible.
