There are several good places on the inside of the rifle to duc tape stuff. Learned this from a few associates still in the game.
I don't see it as a common sense issue. I see it is an issue, from schools to travel, to whatever, to restrict decision making to only those at the highest levels and eliminate any discretion on the part of those lower down the ladder.

OK, so, lets say that you were going to try to take over the plane with NAIL CLIPPERS, and for the sake of argument, lets also say that none of the 222 other GOVERNMENT TRAINED KILLERS (not a slur against our fighting forces, just an observation that they all were trained by the govenrment to, among other things, KILL) chose to stop you, and that you were able to gain entry to the cockpit with those NAIL CLIPPERS, what would you do? Manicure the pilot to death?

I'd like to think the original was a hoax, though they claim in the post and the update that it is not... And, in our world today, idiocy at this level does not surprise me... And, I personally know of a marine that was allowed on (never caught on metal detectors) board with his issued knife.
The thing is, TSA is gonna slip once on a big one... a real threat, that will end tragically... then what?
