    Gubmint and How Gubmint Works

    Once upon a time the government had a vast scrap yard in the middle of a desert. Congress said, "Someone may steal from it at night." So they created a night watchman position and hired a person for the job.

    Then Congress said, "How does the watchman do his job without instruction?" So they created a planning department and hired two people, one person to write the instructions and one person to do time studies.

    Then Congress said, "How will we know the night watchman is doing the tasks correctly?" So they created a Quality Control department and hired two people, one to do the studies and one to write the reports.

    Then Congress said, "How are these people going to get paid?" So they created two positions, a time keeper and a payroll officer, then hired two people.

    Then Congress said, "Who will be accountable for all of these people?"

    So they created an administrative section and hired three people, an Administrative Officer, an Assistant Administrative Officer, and a Legal Secretary.

    Then Congress said, "We have had this command in operation for one year, and we are $918,000 over budget. We must cut back." So they laid off the night watchman.

    NOW slowly, let that sink in.

    Quietly, we go like sheep to slaughter.

    Does anybody remember the reason given for the establishment of the DEPARTMENT OF ENERGY..... during the Carter Administration?

    Anybody?

    Anything?

    No?

    Didn't think so!

    Bottom line: We've spent several hundred billion dollars in support of an agency...the reason for which not one person who reads this can remember!

    Ready?? It was very simple . . . and, at the time, everybody thought it very appropriate.

    The Department of Energy was instituted on 8/04/1977 TO LESSEN OUR DEPENDENCE ON FOREIGN OIL.

    Hey, pretty efficient, huh???

    AND, NOW, IT'S 2010 -- 33 YEARS LATER -- AND THE BUDGET FOR THIS "NECESSARY" DEPARTMENT IS AT $24.2 BILLION A YEAR. IT HAS 16,000 FEDERAL EMPLOYEES AND APPROXIMATELY 100,000 CONTRACT EMPLOYEES, AND LOOK AT THE JOB IT HAS DONE! THIS IS WHERE YOU SLAP YOUR FOREHEAD AND SAY, "WHAT WERE THEY THINKING?"

    A little over 33 years ago, 30% of our oil consumption was foreign imports. Today 70% of our oil consumption is foreign imports.

    Ah, yes -- the good old Federal bureaucracy!!


    NOW, WE HAVE TURNED THE BANKING SYSTEM, HEALTH CARE, AND THE AUTO INDUSTRY OVER TO THE SAME GOVERNMENT?

    I believe that usually applies to those who use that term in regular speech as opposed to in a sarcastic or satirical manner.

    Wrong.

    We have turned the government over to the "Banking System" and the "Insurance Companies" (what you call "health care").

    You see... We borrowed money from the BANKING (ahem) SYSTEM to bail them out. So we borrowed money (from the BANKING SYSTEM) to give them (the bankers and insurance companies) "cash" and keep them "afloat" because they were "too big to fail." The car deal... well that was just to keep a few jobs around... what few there are... Makes it look like we ain't dead yet.

    Then we passed a massive health care bill that mandates that everybody buys health insurance from the only industry that is not bound by anti monopoly law. So they can make more money in that and whatever other ponzi schemes... and further, they can do it for "chump change" buy paying for the next couple of election cycles (for each such scheme our currently elected group in GUBMINT allows them to get away with.)

    And, yes, I am a mouth breather... as stated, there ain't no other way to breathe around the stench when discussing what they are doing to us.

    Getting back to the Energy Dept. --- Could it possibly be that Reagan, Bush, Clinton, Bush II, and O too, have ALL missed the point of the Dept. of Energy, or might there be some good reasons why we are still dependent on foreign oil, not the least of which was Congressional reluctance to fund R&D, and Reagan's killing of the shale oil project, and someone else's killing of breeder reactor programs, and some else's killing of coal gasification projects, and someone else's killing of cross country electric grids to carry power from wind turbines, and someone else's killing of nuclear power plant construction, and many more which I can't think of just now?

    I think the little story by the OP is cute, but misses the big picture. That big picture is, we can't have coherent policies on much of anything when the basic structure of our government involves annual budgeting and constantly changing political-corporate affiliations.

    Not meaning to speak against our constitution, but I am not so sure it, having been designed in the 18th century, that it is up to the tasks of our very complex country today. Don't know how to fix it. But, we have to find a way to keep with a policy on something --almost anything-- for more than the 18-24 months of the Congressional election cycle. You can't constantly start stuff, and then have the next prez., or the next congress, or the next judge, kill it.

    You can hardly blame The Dept. of Energy for NOT getting the job done when so many special interest groups constantly work in Congress and behind the scenes in the Executive branch, and openly in the courts, to thwart any and all successes which might in the least reduce someone's gross profits.

    Just think of the billions spent on, and thrown away on, the Super Conducting Super Collider project. One day it was on, next off, next on, next maybe, next build, next stop building. Then, after Congress made a mess of the project they just move on to something else they could fiddle with, leaving us all with the accumulated dept and no benefit for the investment, and a hole in the ground of monumental size, which costs even more money to fill in.

    And just FYI, no, I never worked for DOE thank goodness.
