I have one I picked up from Harbor tools and Freight
Flux Wire Welder w/ Wheels - 140 Amp

Now its not the best welder I have ever used, grew up using a stick welder and its still my favorite, but it does great for welding trailers and gates and corral pens ect. I would not try to full pen 1 inch plate with it though.

    The answer is it depends?

What is the scope of the project you are trying to complete?
Do you have a few small welds to do, if so you will save money by farming it out.
Do you plan on welding a lot? if so what type of material do you plan on welding?
How important are the aesthetics of the weld?
    What is your skill set?
    Do you have 220v available?

Tig welding requires much more skill, but produces strongest, prettiest welds.
