    Yes, but that is a bit different from having a fresh Congress every few years. And the Agency heads generally are often not pure political appointees. Many have extensive experience in whatever it is they oversee. If a Prez sends up unqualified folks a Senate comprised of experienced people might know enough to reject the appointment, whereas a Senate which is perpetually new due to term limits might lack membership with the requisite knowledge to properly vet the proposed appointments.

    (The following is just as true for a Republic that eventually adopts the "warm-body" suffrage model)

    I guess no one other than Hopyard has yet mentioned the professional bureaucrats...............Administrations come and go, Congress critters come and go..........but the bureaucrats live on. They want the Country to survive in some form and in some manner, at least long enough to pay their retirement.

    Umm OP....
    Our democracy is not doomed in fact it is freaking thriving..... Oh it is totally Thriving.

    The problem is that our Republic is doomed. It is on life support and about to die a horrible death. Look at our democratic based economy. Under our old true republic as setup by our fathers it was thriving and booming and everyone had a chance to be something.

    Okay enjoy your life and what not.
