From the article "Patrick Lynch, president of the police union, suggested the length and uncertainty of the probe were driving officers to "a breaking point."" This tells you a whole lot. Honest people with nothing to hide would not have a breaking point because of an investigation.

Bad Cops tarnish the shield and make it difficult for people to trust and respect LEO's,I'm pretty sure that there were a lot more Cops that knew about the Illegal activity,but ignored it because they were fellow LEO's,The fact that LEO's would sell guns Illegally that would end up at crime scenes and even potentially be used to kill fellow LEO's just goes to show that they were more interested in making money and didn't care who got hurt

Actually, you would be surprised. If you've ever been part of an organization that's being investigated, being watched and questioned starts to wear on you after awhile. I worked for a place that had about $75,000 go missing. I wasn't involved. I wasn't even working the day it was stolen. But after several weeks with no answer as to who had done it, everybody in the organization was feeling the stress, myself included.
