I carry to protect myself and my loved ones from the BG's. Not to solve societies problems. That said: if more carried the deterrent would only have a positive overall effect on those problems.

I wouldn't base much on the fact he wore a tie. Back then, most people did dress up when flying. Shorts and flipflops were not in style.
After that kid found some of the money in the riverbank, my thought is he survived the jump but lost the money. Thus with no money and claim to fame, he simply walked away from it all.
