AOWs (Any Other Weapon) and blanks or blackpowder?

    Hey guys,

I have been toying with the idea of producing some small novelty type firearms from spare parts. Such as a pen or a cane gun. The problem is, I don't want to get into anything where I need a tax stamp, and have to issue it a serial number etc.

Before I go contacting the aft, and an attorney, I was hoping someone might know the answer here.
Does something like a cane gun, still fall under the atf AOW catagory if it only fires blanks, or black powder?

Once again, I want to adhere to the letter, and spirit of the law. These would be for entertainment purposes only and I do not intend to sell any nor carry one for that matter. I am just looking for something interesting to keep me occupied this winter.

I think some careful research may be needed Bryan - as some things in the past have suggested to me that AOW can be used to cover a lot of things!

One factor I think of, is maybe - you design and build to fire blanks, but ......... could it also fire a projectile with said blank? etc .......

    Thank you,

I hadn't thought of that last part. Which is exactly why I posted this here.

I figure I will end up doing some research on this before it is through. However, the more you understand a given subject the more effective you will be when sifting through legalese.
