Getting to the thread late, but living in Richmond and having had a Bill's just down the street from where I work, I can say I never saw a gun buster sign on the door. I never had anyone say anything t me about my OC there. The only thing I can say for certain about Bill's, is their service was fast, and the food quality was so-so.

If the food is good, I might very well overlook the gunbuster sign. If it isn't, I won't be eating there either way.
