Wow, didn't realize there was an age limit. I went trick or treating 2 years ago without a problem in Neenah. Didn't really care about the candy, just wanted to show off our awesome costumes. We built a hospital style bed out of conduit and plywood and dressed up as two of the characters from the Saw movie and wheeled my friend's girlfriend around. The bed also had a IV we made and filled with red food coloring. We got a ton of compliments on it, and ended up giving almost all the candy away to a couple lucky kids.

I had a couple teenagers come up to the front door one year. Some kids had come up hiding behind their parents who weren't in costumes, so I peeked around the uncostumed teenagers who exclaimed "trick or treat!" No cute kids to be found. Just a couple 16/17-year-old girls with Wal-Mart sacks.

So I told them to get a job and slammed the door. But I didn't expect anyone to give them a ticket.

For what violation of the city ordinance? Wrong doesn't always equate to illegal.

I knew what your avatar was, and where they got it from. :)
A man fires a rifle for many years, and he goes to war. And afterward he turns the rifle in at the armory, and he believes he's finished with the rifle. But no matter what else he might do with his hands - love a woman, build a house, change his son's diaper - his hands remember the rifle.

    $100 tickets.

I would like to see the news post or citation.

Finding it hard to believe there is legal grounds to issue such a citation.

As I recall, as a 14 year old I couldn't drive, didn't have a government issued ID... I'm hard pressed to come up with a way for a LEO to know I wasn't the correct age (other than every cop in my town knowing me personally since my mom was one). I am thinking when Mr. LEO asked me how old I was I'd tell him I was 9 and go on about my trick or treating.
