The Marine Corps was founded November 10 1775, so it actually predates the country.
You are probably referring to the Navy Act of 1794 and since Washington was President from 1789 to 1797........
P.S. The original founding site was Tunn's Tavern in Philadelphia; which probably explains why Marines are primarily found in taverns to this day….you just don’t question the wisdom of your founding fathers.![]()
