Prevalence of poverty?
Measures of how far the dollar stretches in both places / overall cost of living?
The unemployment and opportunity rates in each city/region?
Percentage of families with a stable home arrangement?
Prevalence of strong family ties in the area?
Level of education/training in the population?
Relative degree of wealth of the community/region, for criminals to prey upon?
Relative access to transportation networks / ease of ingress and egress?
Existing base of criminals and opportunities to leverage?
Lots of things influence crime rates, beyond access to weaponry, as we know.
Interesting comparison, though.

Of course there is the possibility that it isn't the cold weather that causes murders. It could be that the murders are caused by corrupt politicians. Maybe we should ban them!
