By the way, this is about two separate cases of two mayors in different states, not what your title infers. But at least it's evenly spilt between the political parties.

Clearly he was simply walking along and happened upon an unlocked vehicle. Being a good citizen, he decided to wait with the car until the driver returned. He was just making sure nobody stole the car.He must of been feeling pretty "good" if he fell asleep at the scene.
