I think I would be able to ignore it and deny the wearer what he was looking for - confrontation.
But depending on the circumstances I would take great delight in letting him know that protest/counter-culture can only go so far before it is positively reprehensible.

Well, I would consider asking him to create a tattoo that had the likeness of Uncle Sam with Osama's head under his heel, with a motto across the bottom that reads, "Finally, world peace".
