    Right, but the difference is that it's a private entity trying to guard the areas around their own property.

    A local bank branch put up signs saying "No ski masks or motorcycle helmets inside the bank". They soon added sun glasses and baseball caps to the list.

    The biggest irony is that my mom works for the bank (different branch, office part) and said that they've filmed over the video tapes so often that they couldn't & wouldn't be able to identify anybody even if they robbed the bank without a mask.
