If I can remember correctly there was a case in the midwest where a blind man was about to lose his CWP over the fact he was blind and defenseless....this should help his case (or appeal)

I don't know the actual definition of "legally blind," but I know that it does not necessarily imply "can't see anything but a black screen in front of you". Chances are he can see shapes and light and dark, and that's probably enough to be able to point a revolver at an attacker who is at arm's length.
