    If I had to guess, I'd say some anti-terrorist federal funding had to be spent or given back, and what the heck, you can park this anywhere!

    Actually, the city didn't spend a dime on this rig.

    There was no Homeland Security grant.

    The BEAR was purchased by a wealthy private citizen, a philanthropist who lives part-time in Montana, and donated to the city.

    I forgot that Montana is a border state & they need tanks to repel the armed Canadian hordes that are trying to enter illegally.......Oh wait, wrong border & everybody knows Canadians aren't armed.....
