Maybe not end it, but perhaps make life a little harder for the enemy. Here goes:
We take the AK brass that is littering the countryside and clean it up, then reload it for them. Only some of it is not full of powder, it is loaded with either a high explosive to destroy their action or perhaps thermite to melt it to worthlessness? We leave this stuff somewhere for a traiterous iraqi soldier or policemen to steal to give to his al qaida buddies. We do this a lot and sooner or later they've destroyed a bunch of rifles and don't kow if their rifle is going to work when they need it to. Maybe we could leave RPG rounds laying about with a fuse set to detonate upon attempted launch.

Maybe we can also do it domestically in the ghetto, somehow. Not sure how...maybe leave a "special" mag in guns being stored, so if they are stolen they at least can't be used for evil???

Special Forces did this with C4 in Vietnam to the enemy. It worked well.

This was done quite often during the Viet Nam war, and a big reason why U.S. soldiers were severely reprimanded for using pick-up weapons. Ammo was loaded with H.E., rifles were compromised, artillery shells were short (if any) fused, etc.
The U.K. did the same thing with a whole bunch of .303brit. Had a "leak" in the supply lines in India, so they let a few "special" batches get into the right/wrong hands.
My Gandfather said some Axis countries did the same thing to mortar tubes in WWII, but word spread guickly to not use the enemy's stuff that was just a little to handy to be accidental.
I'm sure sabotage has a much longer history than the written word. We just adapt it to the technology we currently employ.
I had a similar idea for the drug problem which I feel we should either address fully and finally (poison the supply) or just get out of the business of legislating what people do to themselves.
