though it may be feasible i doubt it'd be legal in most states due to armour peircing bullet bans.

I'm not sure what states ban AP ammo. I do know you need a FFL-something-or-other to produce AP, or make AP ammo.

Pretty sure it is legal to buy, sell, and use as an individual but I'm not 100% certain. Probably wouldn't use it for carry.....!

    Frozen rounds are possible.

I know that Myth busters tried the Ice-bullet myth but the Modified Machine gun used Compressed CO2 with an Actively cooled Barrel to fire the seeds from an Airplain.
You cannot use a standard Rifle because it will thaw in flight and be useless.

Sounds like typical TV bs to me. As stated before, the heat of being fired is much greater than body temp.

Bet the writers Googled it, found exactly the information you did, and wrote their lines accordingly.

if the bullet is heat activated then the firing the gun would activate it long before it hits its target

Ok, but...powdered copper, low temp casting alloy or silver solder, layered, formed, sized, maybe put a "tip" on it...all can be done at home, with the help of Corbin Corbin Bullet Swage Technology ..its the "fused alloy" nomanclature that is hard to "get"...casting alloy melts at 185/200...silver solder at 375/450..I can possibility see forming a composit copper powder bullet that would "fuse" during firing, then 'quench" terminally....probably BS..I dont watch it,(MiamiCSI,the redheaded pycho creeps me out)...You know you can buy this off the shelf for "varmits", right ??... $.02

So let me see if I got this straight.
A steel armor plate is going to conduct the heat from firing, impact, and friction away from the bullet so fast the bullet remains intact, but the sheet rock is such a good insulator that the bullet will disintegrate? And ceramic armor will do what? What about soft armor?
And passing through a couple sheets of sheet rock is going to impart more friction generated heat on the bullet than passing through the barrel?
