I was a cop in central Kansas The State mental hospital in Larned was 30 miles west of us and we seemed to run into a lot of derelicts on the streets and when we checked them out they all had release papers from larned,somebody did some investigating and found out they were driving these people to our town and letting them out so they wouldn't be in their town.Ya wanta talk about the stuff hitting the oscillating device
