Yes, I agree...the owner of the shotgun should not have left it readily accessible for any old fool to muck with.
However, MOST of us have the sense of self-preservation to think, "Hey, I'm not sure about this, so I'll keep my hands off it!"

Just curious why someone would leave a loaded or even unloaded shotgun on top of a filing cabnet in an apparently easily accessible office...for what purpose?

The woman sitting there with as much obviously sitting there for anyone to handle is equally ignorant and stupid.
The person be it the woman or some other who left the shotgun A) unsecured and B) loaded as well as a round chambered too committed a crime.

I watched this from a couple of links, and if I understand correctly:
That office is the back office in a gun shop. Of all of the places to keep a shotgun ready for instant use it is at the top of the list. The person who let that genius wander around a gun shop unattended should be made to answer along with the brain donor. In my ever so humble opinion.
