Phil, just a little over the top. Not that I haven't been tempted more than a few times.
Of course, I have neighbors that sometimes blast music past the time at night where they would be disturbing the peace. I do not call the police on them, I wait until early the next morning (past the disturbing the peace time), get my loudest stereo equipment aimed at them, and blast songs from my collection of classic rock. The loud parties stop for weeks to months at a time...
Going up to someone and ordering them to do something is ridiculous (unless your in the military living or working on a military post and this happens). Who do you think you are? Be polite, approach the car and ask them nicely turn down the music. If they ignore you then call the police. Anything in retaliation would get you in trouble, not them. Defeats the purpose.

Righteous anger, at best, is difficult to control. I have been there, done that, and later regretted it as well. Putting it out on this forum, I'm sure, has been helpful...shake it off, learn from it, and move on.
