From what I have read the present Mayor of Scranton has really turned the place around.
Scranton is undergoing a rebirth right now.
I've not been there in many years so I would not be much help.

I live in Scranton. i moved here from NYC. crime is not too bad here, the schools leave a LOT to be desired, bars and churches are on every street. getting a LTCF in Lackawanna county takes about 10 -15 minutes. Wilkes-Barre is in Luzerne county. i can't tell you much about there, except that it shouldn't be much more difficult to get your LTCF. crime is higher in WB, and the schools are the suck, but that's the trade off for convenience, in regards to activities, nightlife, shopping, etc.
i prefer Scranton, because it's quieter, and big city crime hasn't yet ruined it. unfortunately, our mayor and his government want to change that. he's a supporter of our governor, and is a quiet "anti" supporter. if you want to know things in more detail, PM me, and ask away.

Scranton is only 6 hours away from my wife's parents, I think we are going to drive through the area next time we go up there.

OK, on serious note: I grew up in Hazleton, which is south of W-B, which is south of Scranton. I spent much time in W-B and some in Scranton. I still have family in Hazleton and Wilkes-Barre. The whole area is part of the coal region.

Streets are a maze of one-way and weird angles. Lots of bars/pizza shops and churches. And the potholes are horrific.
W-B had a very bad flood some time ago. You want to make sure you do not buy in the flood plane.
If i was to go to that area, I would stay out of the populated areas and go rural.
One plus is that PA is great for CCW.

The Susquehanna river valley is very nice, definitely my kind of weather. I wish I knew more about the area, but all in all I'd say you can definitely do worse.
