    Woman cuffed, booked for not paying library fines

    GRAFTON, Wis. (AP) -- A Wisconsin woman has been arrested and booked for failing to pay her library fines.

    Twenty-year-old Heidi Dalibor told the News Graphic in Cedarburg that she ignored the library's calls and letters as well as a notice to appear in court.

    Still, she was surprised when officers with a warrant knocked on her door, cuffed her and took her to the police station to be fingerprinted and photographed.

    Police Capt. Joe Gabrish says officers follow the same procedure with every warrant.

    Library director John Hanson says a couple of dozen people are cited each year for failure to return materials or pay fines.

    The incident cost Dalibor about $30 for the two overdue paperbacks. It cost her mother $172 to free her.

    Well, she ignored (per the story) "a notice to appear in court." That's what happens when you disobey a judge's summons.

    Yep.

    "Failure to Appear"
    results in an automatic warrant being issued in most places.

    Even so, they usually dont come and get you for minor stuff. We deal with it when we stop you on the road or whenever we have an official interaction with you.

    With library funding being reduced and the cost of books going up at astronomical rates sending police after deadbeat borrowers has become a fairly common thing. It just doesn't usually get reported in the media.

    As a librarian I salute the Grafton Police Department for their fine work.

    I think the FTA has a little more to do with the arrest than the library fines.

    You mean: ignore, at your periol, a litany of attempts at contact and a judge's order to appear. Those fleeced have a right to make claim. And when the judge dictates the person shall appear to answer the charge, the person is made to, like it or not. Action: reaction. Life's pretty simple, that way.

    Real crime is how you define it. Is shoplifting a 50 cent candy bar a real crime? When you combine it with the thousands, maybe millions, of dollars lost to shoplifting each year it becomes a real crime. The same goes for libraries I would guess. The problem here is ignoring a summons to appear.
