Well, the FBI is kind of in charge of domestic intelligence. But maybe it is not political enough yet :-/

I think the idea is to create an MI6 style agency - right now those duties are split between several other organizations (by statute the CIA CANNOT operate inside US Territory).
Not a bad idea, we have missed big things because of the gaps (9/11 hijackers training to fly airliners for one).
