'Registrations' on firearms don't 'lapse'. (Maybe in certain cases in places like D.C. I don't know there.)

Only handguns are 'registered', sometimes called a 'Safety Inspection'.

You can see that BHO/his staff have no frame of reference outside of Chicago. How is somebody from Florida or Pennsylvania - to name the states I know well - answer this part of this question?

These clowns have no idea what is involved in the acquistion and use of firearms as part of a legal lifestyle. That is the real problem with BHO - he may not be a banner cut out of the cloth of Chuckie or Sara or Ms. McCarthy - but he has no personal experience with firearms in any direct and/or legal way, as far as I can see. Growing up in Hawaii, going to school in Bloombergville and Boston, and living essentially your entire adult life in the fantasy land of King Richard of Daley gives you no sense of what is involved.
