What's the best western in the past 20 years?
I can only think of a few but IMHO Open Range is my favorite off the top of my head. It has probably the best gunfight of any western I can recall.
I'm sure there will be some Tombstone fans as well.

The Second Amendment ...... Because crime SHOULD be a hazardous occupation.
If you want to piss off a conservative, lie to him.
If you want to piss off a liberal, tell him the truth.
Unforgiven!!!!!!!!!!!!!!!!!!!!!!!!! "You just shot an unarmed man!" "The man should've armed himself, decoratin' his place with (the body of) my friend."
"I don't know who invented Yoga and I don't know who invented pants. But I do know that I'd like to shake the hand of the man who put those two ideas together."
I have a hard time picking between those three. I like Unforgiven, Open Range and Tombstone. They are all classics in my opinion.

Open Range, with Robert Duvall and Kevin Costner. Much under-appreciated, I think. Excellent storyline, good acting, and the love story doesn't get too much in the way of the core.
The Virginian, with Bill Pullman and Diane Lane. A bit darker and slower than most prefer, but the story's a very good one and still works well despite the remake.
Quigley Down Under, with Tom Selleck and Alan Rickman. Excellent storyline, action-packed, a comedy masked as a western. Rickman's acting and timing is as good or better than his effort in Die Hard.
Unforgiven, with Clint Eastwood and Morgan Freeman. IMO, could (should) have been better, given the roots, but a good effort and a classic none the less.
Pale Rider, from 1985 with Clint Eastwood. One of my favorites. Interesting, a fairly tight storyline, funny.
3:10 To Yuma has promise. Have seen it twice. Give it a few years to age, but it'll likely be on my list 20yrs from now.
Last Stand At Saber River, perhaps, with Selleck.
Here's a list of hundreds, from the silent era to current: click.

Reason over Force: The Gun is Civilization (Marko Kloos).

Dances With Wolves, but I guess you could question if it is a western.
Favorite: Quigley Down Under-- ("I didn't say I couldn't use one, said I never had much use for one.")
Best gunfight: Open Range
However most all time favorite: Rio Lobo with the DUKE
