It is a ways down on the page. :
And, yes, the administration's determination to be ethically clean and to avoid embarrassment did produce an application process of wearing complexity. It involved a seven-page questionnaire with 63 questions, which asked applicants to list every handle or alias they had ever used on the internet and to declare whether or not they had ever kept a diary whose contents might prove embarrassing.
Add in a question about whether or not you or any immediate family member owns a gun and you can see why processing the resulting millions of answers would be a little cumbersome.
The appointment process was also hobbled by a string of high-profile failures, including the embarrassing manner in which Tom Daschle had to be dropped as candidate for Health and Human Services because he had not paid his taxes in full. Treasury Secretary Timothy Geithner was lucky to survive a similar row, but three other candidates went the same way as Mr Daschle.

I don't think it is a matter of nobody being surprised. I just think you are not getting much response based on the fact that it was discussed on the forum, at great length, several months ago when it first came out.

Sorry... I do not recall hearing any discussions about it.
Do you have a link so I can read it?

I don't remember the thread title, but I think it had "questionnaire" somewhere in it. You might have some luck with the search function.

The Questionaire
The real problem here is not the question, it is the culture that it came from. In Chicago, the elites have the guns, but some times they fail to keep up the registration. At that point they want to declare a open period to register.
BHO's people do not understand the dynamics of an area where there is no registration - not to mention CCW - and normal people have guns in their homes as part of their lifestyle. The same is true for DC - the Chief of Police, Kathy Lanier, has never worked as a LEO anywhere that did not ban guns, as did her predecessor, Ramsey (started in Chicago, did in DC, now in Philly).
The questionaire assumed gun ownership was very limited, and was probing for situations where laws had been violated - to avoid being made a fool by investigations by the media. Florida - not to mention other states - would be outside their grasp of reality. I wonder what the head of FEMA told them - he is from Florida, and ran the Florida equivalent of FEMA for years dealing with many hurricanes. Down here it is illegal to disarm people during these events, and guns are allowed in shelters.
