Would-be Car Thief?
Presently out of town for a wedding and staying at the nicest hotel $30 can buy (ok, it's a dump, but it was a last minute Expedia deal that the wife was thrilled to find). So I'm out at the crack of dawn doing K-9 (trying to get our 10lb schnoodle to do her business) and as I am walking her through the grass on the far side of the property, this late 20's guy in shorts and a black hoodie comes walking into the parking lot. He is pretending to be talking on his phone as he slowly cases the entire parking lot. He would stop at cars that interested him and lean down as if he was looking for Hide-A-keys near the mufflers.
The pooch and I decide to counter his "just a guy talking on my cell phone while I look at cars" act with our "just a guy trying to get his dog to pee" act while we help the guy find his way out of the parking lot.

"Just talking on my cell phone" is a common ploy now? I ran into a guy hanging out near a friend's van, too close to it to be an accident, who immediately pulled out his cell phone and started pretending he was listening to someone talking on it, but he did poorly as he was clearly paying attention to what I was saying and doing.
I think this is the same guy who had his gun taken away from him. (His victim was Ron Porter, a retired Plant Manager at a fish plant. Almost as bad a choice of victims as a Sargent.)

Sure. When it's 6am, it's likely. When it's combined with a "casing the neighborhood" look and directional compass, it's very likely. Cell phones. Since everyone's got one, it's a good cover.
