If a state was to officially organize a "militia" as envisioned by the founders, would it still be considered a militia, or an arm of the government?

I think that depends ultimately on who commands that militia. If the government funds, equips, and designs a command structure, but then turns it over to volunteers who select their own officers I would not say that is necessarily an arm of the government.

It would be an illegal organization in California. Here, ordinary citizens organizing to perform military maneuvers or training is illegal.
Most of the states already HAVE one. It's called the National Guard. These units answer to the Governor of their respective states.
