Couldn't read the legend that explained the colours, since Cal. is yellow I assume that means anal laws?

Interesting, unfortunately not necessarily accurate. I can only provide information concerning Alabama. The graphic show AL as "shall issue" starting in 1986 and continuing through 2006. Would that it were true.
The Code of Alabama 1975: § 13A-11-75. License to carry pistol in vehicle or concealed on person -- Issuance; term; form; fee; revocation.
The sheriff of a county may, upon the application of any person residing in that county, issue a qualified or unlimited license to such person to carry a pistol in a vehicle or concealed on or about his person within this state for not more than one year from date of issue, if it appears that the applicant has good reason to fear injury to his person or property or has any other proper reason for carrying a pistol, and that he is a suitable person to be so licensed. The license shall be in triplicate, in form to be prescribed by the Secretary of State, and shall bear the name, address, description and signature of the licensee and the reason given for desiring a license.
Alabama is now and has been for at least 30 years a may issue state. In most counties there is no difficulty getting the permit if you do not fall under the prevented by law from having one. This does not change the fact that Alabama is a "May Issue" state. We have had several good changes made to the Code concerning firearms in the past several years including the new "Castle Doctrine" law that goes into effect on Thursday. If our current governor is re-elected this year we hope to get a "Shall Issue" law through the legislature next year.
