Ok, I looked at the source code of the login page and believe I have located the problem. The page uses the same tab index for both login navbars. tab indexes 101-103 I believe.
I did not spend a lot of time on this, but maybe?

There is a problem in the coding somewhere. The vBulletin script generates html code therefore the problem will be manifested in the generated. If there is not an official vBulletin fix for it, it will remain. I make changes to code only if we have a serious problem....
