    Wasn't posting it for that reason. Just posted it so the resource is there for others to read. I was wrong about the Homeland Security part but it did come about because of 911 as did Homeland Security.

    Yeah, I do think that argument was used on the house floor to push it through. It certainly did not hurt. Now if the somebody would just author a bill called the "Citizen's Safety Act" and push it through...
