But i still wish I could Open Carry a handgun in my truck with out a CPL.. It is my truck/property I should be able to protect myself and loved ones from carjackings.. How does the criminal ALWAYS have more rights???
Good deal, then. We have a bit of this in NC. OC is not illegal, therefore legal. Occasionally we get someone who want's to interpret it the other way. Not a lot, but it does happen. But we have NC Supreme Court case law to fall back on.
Man, the more I read these statements of "legalize" the more confusing they get. They always seem to "clarify" something, but to whom I'm not sure. At least it clearly states that OC is not "illegal."
Great clarification. Interesting that a cpl holder may carry openly in any of the places otherwise prohibited. Not sure I would want to test it out, but that seems to be what the law says.
The title threw me off a little bit. I don't see this a huge milestone, but the State Police ensuring that their officers are up to date on the firearms laws in Michigan. I talked to my local Sheriff who is the president of the approving board for CPLs in my county and he stated that in the past year or so applications for CPLs in my county have been through the roof. Its a good thing that the MSP are taking steps to further re enforce the officers training to ensure that the interaction with the public concerning guns is done by the numbers.
The reason it's a milestone is because up till now we that OC would have to "debate" the law with a LEO. And no matter what, they "know better" then us lowly citizens. This ends the debate with local LEO's as it's clarification from their superiors (MSP).
We've NEEDED this here in Michigan for a very long time.
What milestone? Clarity in the open carry statutes?
Reading through that document, it seems a fairly sane and rational way to describe the non-criminal nature of seeing a gun in plain view, by itself and without any corroborating criminal circumstances surrounding it (ie, a robbery, erratic/threatening behavior, etc). I can only assume that prior to the changes, upstanding citizens were at severe risk of blatant cuff-and-stuff for little reason other than the gun was in view and people's fears seemingly justified a full retaliatory response by the full weight of the law.
Great work, Michigan, if such clarity didn't exist before.
I talked to a few State Troopers and local LEOs in the past few days, all this was is a reminder to the LEOs of what the Laws are so they can better interact with the public on gun matters. My interaction with Michigan Law Enforcement dealing with concealed carry has been positive. I tell the LEO and we either talk about firearms or yesterday the guy make a comment that he was carrying to when I told him. There are no new laws that I can think of that was put out in that news letter, just MSP re enforcing their officers education on gun laws
In summary, I think these are the arbitrary restrictions, but I could be totally wrong:

Out of state CPL holders treated as Michigan CPL holder ONLY
IF their CPL is issued by their state of residence.
This isn't legal advice or counsel, I'm just trying to wrap my head around it.
Thank you so much for this document! It cleared up my confusion on whether or not it was OK to CC in my bank (I have a CPL). I was also not aware of the number of places that a CPL holder is able to open carry. Good to know!
