Do you realize you are quoting a post that is approaching 2 years old?
At the time of that post, it was against NC law to carry concealed into a financial institution but there were no laws making open carry illegal unless the institution was posted no firearms. Since then the NC statue 14‑415.11 has changed and neither concealed carry nor open are specified illegal in financial institutions except when their premises are posted.
You can see the changes made that took effect December 1, 2011 at SL2011-0268
Note item c8 of 14-415.11 has a strike thru.

They can on THIER ( read publicly owned) property. But you have to go out of the 14-criminal statutes and look at the city and county statutes to find that. Also, Cary and Chapel Hill have some oddities that were grandfathered in. Basically what I am getting at the the preemption statute is pretty weak and not nearly as all inclusive as you would think.
