    Their legislators hate guns. However, they aren't stupid. They know a blanket ban, which is what they really want and have the political power to enact, isn't going to survive SCOTUS. So they keep coming up with laws that make carry incrementally more difficult and/or useless, like requiring open carry to be unloaded. That way each incremental change requires a separate lawsuit, years in the court system, and tons of dollars. Each time they lose in court they come up with something else that requires more time and money to stop. They bleed pro-gun forces at every turn without getting the final smackdown by SCOTUS that they richly deserve. That is the rationale.

    I hope they were careful about the wording (& knowing Calif I doubt it was) , as they could write it in such a manner that having an unloaded gun period (e.g. in trunk , vehicle, or carrying one to your car to go to the range) , could be determined illegal. Then there would be another case going to the Supreme Court.

    Personally, it would tick me off sooooooooo much, I would be strapping on toy guns and watching them waste all their time on a "man with a gun " call, and would be encouraging everyone to do it in protest.

    Just to further demonstrate the idiocy of CA, how crazy is it that they could only OC an UNLOADED gun to begin with? Now they're trying to outlaw that? That's like saying you can own a car, but it can't have any gas in it. What's the point.

    When this becomes law, I will be interested to see how it affects the appeal of Peruta et al v. County of San Diego. Part of the reason the judge found the discriminatory may-issue practice OK was the legal alternative of unloaded open carry (UOC); see page 8 of http://ia600406.us.archive.org/23/it...08678.64.0.pdf . By prohibiting UOC, the only alternative is removed.

    Of course we all know that UOC is not a practical method of self defense.
