    I no longer live in NC but visit my daughter there. Nice to know I can finally carry to restaurants that serve alcohol now. Never understood that silly law.

    This is a confusing issue, while I have seen the Gov signed the law, I have not seen any official web site that confirms it goes into effect tomorrow.

    I don't understand this. You have to have a permit to purchase a handgun?

    That would be the bible belt effect. There are still some 'dry' counties in NC.

    Handgun purchases require a PPP (Pistol Purchase Permit) that you apply to the sheriff in the county you live in. Some of the sheriffs in the state made this more difficult than law required (affidavits about your character), sever limits on the number of permits, and similar. This bill also reins in these rogue sheriffs.

    Or with a CHP, you can buy as many as you can afford. But with the PPP or CHP there is no NICS check at the time of purchase.

    Clearly stated in HB937 that it becomes effective October 1, 2013.

    FWIW,

    ABSOLUTELY NONE OF THESE CHANGES EFFECT OPEN CARRY. Keep that in mind.

    Much to my annoyance NC is starting to elevate the legislated privilege of CC over the Constitutional right to OC. And before anyone gets in a huff, that last sentence is well established in our Constitution and case law.
