    I've actually done exactly that already as a narcotics detective... but of course in those neighborhoods, its business as usual.

    I will add to this that a person OCing on a motor vehicle such as ATV, motorcycle, snowmobile, etc must have a CPL. It may be plainly in view, but the law states motor vehicle=concealed=CPL. You can OC on your ATV, etc if you have a CPL.

    You can carry handguns or long guns on your pedal bicycle without a permit, uncased, and loaded and it is completely 100% legal. A bicycle is not a motor vehicle.

    Not to get off topic, but I think you might be confused between a detainment and arrest. Its not an arrest unless there is a charge, be it speeding or murder.

    That's the take of LEOs around here.

    In addition Virginia Code says:

    6VAC20-120-20. Definitions.

    The following words and terms, when used in this chapter, shall have the following meanings, unless the context clearly indicates otherwise.
    ....

    "Criminal history record information" means records and data collected by criminal justice agencies on adult individuals consisting of identifiable descriptions and notations of arrests*, detentions, indictments, informations, or other formal charges and any disposition arising therefrom.

    I know that every traffic stop does not end up as an arrest there.
