You can not open carry, or carry at all for that matter, in Tennessee with out the Tennessee Handgun Carry Permit. You can't even transport a handgun in your car without an HCP.

So I guess Tennessee would not be a "true" Open Carry State.

    TN_Mike,

You are mistaken about: "You can't even transport a handgun in your car without an HCP. "

Well hell. I thought an open carry state was a state that allowed open carry preemptively. You guys have gotten all stringent on the qualifications and stuff. I guess then there are only a handful of "true" open carry states if the requirement is that it's allowable without a permit/license.

Correct. This is a deliberate move by some of the antis in the OR legislature.

There are no laws that prevent us from recognizing other states. The legislature gave the OSP the authority to determine which states we should recognize based on "similar requirements". When this was decided, it was well known that the OSP did not have the resources to fund a study of all other states' requirements, nor any particular motivation to do so.

This year, there was a bill in the OR legislature that would have us recognize other licenses, but one of the antis in committee tacked on a "poison pill" amendment to kill it.

    Someday...

Colorado has 2 (?) counties that do not allow open carry I believe. Denver and Boulder. I have not checked for a while, but that was true a few years ago anyway.

It's my understanding, only the "municipalities" of Denver and Breckenridge prohibit OC. The city and county of Denver are included but only the city of Breck and not Summit or Boulder counties.

I know in Minnesota if you have a carry permit you can either open carry, or conceal and carry.

OR is open carry, except where local laws prohibit it (Portland, Beaverton, Tigard, Oregon City, Salem, and Independence [Opencarry.org])

HOWEVER, there is state preemption for CHL holders. i.e. if you have an Oregon CHL (OR does not recognize any other state's licenses), you can OC in those cities.

Also, dont expect a warm reception in Hood River or Eugene, either.
That is correct. Thanks for being more specific about Oregon Open Carry than I was.

Michigan residents can open carry without a permit. It gets tricky if you decided to get in a car. Non residents cannot without a permit but that is due to being able to bring the handgun into the state.

NM does not allow OC without any conditions. There are places where you cannot OC; in particular where alcohol is sold. While they are few it is always wise to know the laws of the particular state where you are going to OC.
