I thought it was only Denver because of the "Home Rule" deal in 2003 signed by Meyers. It was a comprimise due to the 3-3 tie with one judge recusing himself.

PA is an open carry state..the only exception is a city of first class (Philadelphia is the only city in that catagory.) In Phily, you must have a LTCF (PA's version of CCW) in order to OC or CC. The rest of the state is OC, with or without a LTCF. The tricky part is, that once you enter a vehicle and you are OC, you are breaking the law unless you have a LTCF. Also in PA, unless asked by a LEO if you are armed, you do not have to announce if you are pulled over in a traffic stop, it's not a legal requirement to offer the info. I do it regardless, simply as a courtesy. Good luck and always stay safe.

I am not sure what state you are referring to, so I will discus Michigan and Indiana as those are the two I am most familiar with.

Depends on the state and if a permit is required or not. WA, MT, WY, ID, NM, VA, AK, VT, SD, AZ, KS, KY are states that come to mind that state residency does not matter.
