    Virginia State Parks OC question.

I've been watching the issue concerning the "changing" of the CC laws in State Parks in Virginia, and that many want them to also include OC into that.

I agree, however my question for the Virginia folks,..isn't it already VA state law that permit holders can CC in State Parks?

So the law isn't "changing"... it's more like "renewing it"? or what?

It is a change in the law. Virginia is an open carry state. In State parks, only CHP holders may carry, and then only concealed. We are working to get the law changed to allow those without a CHP to carry lawfully, as well.

The way the CHP is being treated, in this case, is a step towards a license for any kind of carry, and creates a divide between the "haves" (those with CHP's) and "have nots" (those who lawfully open carry, but do not have a CHP).

Virginia is schizophrenic about concealed carry. In cases like this, the CHP is treated like a higher level of qualification for carry. In others, like the proposed restaurant carry, CHP-holders are treated as if they pose a special danger that those who OC do not. In that case, we seem to be less-trusted, almost criminal.

There is no current legislation to change the law regarding OC in State parks. There is a period of public comment on carry in State forests, which are not parks. State forests are managed by a completely different set of policies and rules in the Virginia Administrative Code.

    Thanks Tom,

That is the first I've heard of State parks and State Forests being different. I will have to look into the differences there.

I'm just one root in a grassroots organization. No one should assume that I speak for the VCDL.

Ok, so wait a minute. Let me get this straight. There are two intities at work here. State parks and State Forests... not one in the same and managed by two different offices of state government. I had not realized the difference I guess.

So even CC carry with a CHP is not allowed in State Forests at the current time?
