Just throwing this out there:
Most of that stuff are things you have lying around the house anyway, and most of the important things in these kits are fairly cheaply made. Gather up the stuff you have around the house and spend the $$ on a good waterproof firestarter (not matches), plastic pealess whistle (won't freeze up or to your lips), quality signal mirror, and a good compass.
Learn how to use this stuff in the worst conditions, not just when the sun is shining.

I always stay away from those kits, not matter what it is about. If I want a whatever-it -is-kit I build it by myself; then I am sure that I get quality things that work.
