If so why do mail men carry them? Mace may not work, put pepper spray would burn the eyes.

Very nice thinking on your wife's part, OP. Good thing she had the spray with her because it sounds like the dog was looking for a "way in" by circling.

Dogs do in fact have tear ducts because sometimes they are removed and then the dog's owner needs to keep the eye moist with artificial tears.

When a kid, a neighbor down the street paid me to ride past his house repeatedly and spray his dog with an ammonia solution (his mix in his squirt gun). Of course he was trying to break the dog from chasing bicycles. It worked after a bit,, at least for my bike, as it would come out to the edge of his property and just look at me. Long after it never came after me again. They remember some things well.

OC pepper spray definitely is an attitude changer for most dogs.
Glad your wife took that action...now teach her how to follow up with the lead catapulting machine.

She did well. I'm glad things came out the way they did vs. her or your pup getting bitten.

Personally, I would only use OC on animals. For human threats, the risk of disabling yourself with the stuff is too great. JMHO.
I've had this happen too. We were deployed to Haiti and the crew in front of us had to spray a crowd gathering in the wrong place and not listening to the orders...our poor gunner (doing the spraying) got a face-full of cloud. We gave him hell for that for years LOL.
