I think we (or at least I) can put our minds at ease.
I just re-tried my E1L for rattle, and discovered that it does indeed rattle when ON... but not when off.
And in fact, it doesn't rattle easily when on:
If I turn it on and shake it, for a little while it does not rattle, and then it starts to. Also, if I turn it on and put a tiny bit of pressure on the rubber tail switch, it seems to loosen something and that makes the rattle happen.
I am not worried about it. It begins to seem like they probably all do it.

All of my surefires rattle when on.

Sorry for the long awaited update. Apparently it takes SureFire three weeks to send off a tailcap.
After the first week, I called Surefire for a product update. Thats when I find out that they never sent it in the first place much less put the order in the computer.
After the second week, I call again, this time I asked if I could get a refund directly from the manufacturer, the customer service clerk seemed puzzle and asked "why?". I told her that since it takes a whole team of Customer Service reps and three weeks of NOT sending a tailcap that maybe it just wasn't worth keeping the flashlight and that it was best that I go back to MagLite since they send out warranty parts like its Christmas. The nice lady on the phone deeply apologized, gave me her name and her own extension and guranteed that the part would be in my hand by the end of the week. Since Monday is considered the beginning of the week, I will still count it as the end of the last week. I am a happy camper now.

Yes, it only rattles when I activate the click. Plus, I can fully screw on the tailcap without turning on the light (as the old one had to be loose to keep the lamp off) and there no rattle whatsoever.
